Handel bronią konwencjonalną stanowi jedną z ważnych kwestii międzynarodowych stosunków militarnych, ale jest także powiązany z płaszczyzną polityczną i ekonomiczną. Jego zakres obejmuje wywóz, przywóz, tranzyt, przeładunek oraz pośrednictwo, określane terminem „transfer”. Ze względu na swoją specyfikę prowadzi on do rozwoju i wzmocnienia potencjałów militarnych państw. Jednak proces ten może również generować wyścig zbrojeń oraz powstawanie zagrożeń militarnych, co przekłada się na poziom bezpieczeństwa międzynarodowego i narodowego. Paradoksalnie stanowi on tylko ułamek całkowitej wymiany handlowej, tj. ok. 1%. W tym zakresie ważny problem dotyczy prób regulowania transferu uzbrojenia. Działania w tym zakresie podejmowane w ramach Organizacji Narodów Zjednoczonych od początku lat 90. XX wieku obejmują kwestie rejestracji i kontroli eksportu oraz importu uzbrojenia konwencjonalnego. Szczególną uwagę zwrócono na międzynarodowy transfer broni strzeleckiej (ręcznej) oraz lekkiego uzbrojenia. Ważne miejsce w zakresie kontroli transferu uzbrojenia konwencjonalnego zajmujeTraktat o handlu bronią, który wszedł w życie 24 grudnia 2014 roku, jednak nie został podpisany lub ratyfikowany przez część państw będących ważnymi eksporterami lub importerami broni.
